This should be seen as attempted murder and should be treated as the police as such.

I lived in Westcott near Shere, and in that area around Dorking in Surrey  for 25 years.

Many excellent green lanes in the area.... this sort of incident was unfortunately not rare, and frequently reported in the local papers. Surrey Police had horse mounted officers to try to couneract the problem.
There are as everywhere 1000s more miles of footpath than RoWs of higher status, but a few presumably rambleairs, take things into their hands to carry out despicable acts against the legitimate horserider, MTB'r, Batbiker and occasional motorcyclists who can use these RoWs legally.

We do not want this  to get into their addled little minds in Devon, if you see anything like this report it immediately!!!

wonder if it was biker head height, I guess we assume so, or horse rider head height.

On the matter of reporting illegal action of lanes, has anyone come across Pathwatch. It's been adopted by Avon and Somerset policy. I believe that it is due to be rolled out nationally in the near future.

Just taken a quick look at that site

Looks a bit biased...... "most people go off road responsibly"!!!!!... perhaps they mean OFF TARMAC?

I believe it's promoted but the anti bike /4x4 groups, I think Avon and Somerset have signed up to it as they have lots of illegal lane issues. Mainly due to the council rejecting all the ROW claims

However as the TRF only use legal lanes in might be worth indorsing to positively promote what we do. It works both ways, if someone tries to block/stop use using a legal lane then we can also report them.

Getting the Police involved in legality... a novel idea??

if it is the inititave i am thinking of then the TRF should endorse it ONCE the councils have been forced to correctly sign all ROW's to eliminate confusion.

What I understood at the last Somerset meeting, once you fill in a report and submit it. It is then classed as a statement and the relevant fine is generated and sent out to the offender. This is a very big issue in Somerset at the moment due to the current lane situation. Once this is rolled out nationally then even if you are riding on a legal lane then it will be your responsibility to contest the fine. We all now how the general public dont always understand the correct ROW and can fill that we are breaking the law. If this is also adopted in Devon and we promote it, it will show the TRF in a better light to the anti groups.

Little RANT !!

Well thats just got to be against the Human Rights Act for a starter.

Just under the sections of discrimination for starters!!!

My understanding is that the police are supposed to enforce the law, not make up new ones, fine individuals, and expect them to proove their innocence.

Me thinks the Judiciary will be a bit miffed at finding the police are doing their job for them!

Common Law also states "innocent until proven guilty" in England and Wales.  Goes against that as well.  Police state or what?bleh
