This sounds like a good idea - more an incentive than an instruction:



The theory is good, but can you see the govt actually giving away any of the money they earn from it? Trouble is, the more people try to win, the less incentive there actually is.

Bear in mind that the Stasi Labour Party is seriously considering this (details here).  If it ever comes into being watch out for the proliferation of average speed cameras, and that their use will be extended way beyond what there original function was.  All for 50p off your annual council tax bill or some other similarly worth while incentive.
