Back ground history thread, discussed back in 2020

Should give you all the info you need on location etc

BHS & local equestrian were looking to fight for the inclusion to use 'Rill path' if reports on face ache are right then they have achieved what the TRF haven't wink

LINK

I've emailed PRoW this evening asking for confirmation, will post up the reply if we have one wink

I queried it before I checked the records. I see which one it is now.

It's 192-283, a whitey, and was Proposal 4 in the Ottery DMR

DMR Ottery Prop 4.JPG

Unmetalled Roads I understand to be UCRs.

I cannot understand how user evidence of use by horse riders, would lead in a DMR to an upgrade finding of a 'Road', that would also be NERC exempt, and not of a Bridleway.

I hope I can get my head around the explanation when you get it.

The text on the FB page Riders come together to save local bridleway - BHS ride out group

Ottery St Mary, East Devon
Following a Definitive Map Parish Review, Devon County Council proposed to record Rill Lane, Ottery St Mary in East Devon as a Public Footpath.
A local rider contacted Philip Hackett, BHS Access Field Officer for South West and made him aware that they rode their horse on this route and "riders will be losing a bridleway". Although the route was not recorded on the map as a bridleway, Phillip worked with the local rider to find as many equestrians as possible over the last 20 years who had ridden on the route. User evidence forms were collated and submitted to Devon County Council for review.
After consideration of the evidence, the route known as Rill Lane is now signed as an unmetalled road, and equestrian rights have been secured.
What is an unmetalled road?
A road which has not been surfaced with a hard material such as asphalt or concrete. Unmetalled roads are usually made with a natural surface such as earth, gravel, or sand.

You posted the result on the RoW forum on the 3/11/22 with a link to the full report on Devon site

However one proposal was on hold for an informal consultation with the results being published at a later date DMMO Ottery report dated 031122.JPG

Hah!, so I did. I'm even more confused now, because for Proposal 4 it says NO Modification Order to be made!

Well........I reckon the contractors have the sign the wrong way, pointing South instead of North nono  Tw*ts biggrin

cant find no orders made after the parish review, confirmed by PRoW

Hi Ian

I dont deal with any claims but I have just checked with my colleague from the Definitive map team and he has confirmed that there was not enough evidence to make an Order during the review.

I have no idea why it has been signed as a UCR, I will take a look.

They don't want people down the 'Rill path' and crazy ideas on trying to solve a simple drainage issue.
