Its not a rear reflector mount for a bicycle ?

I am sure it will be obvious to me once someone has suggested what it might be but, currently, it is sitting on my desk and I am completely mystified disbelief

Looks brand new. 22mm one end which is handlebar size. Clearly the brass/ hex thing is a clamp but what goes in the "small" end which is about 11mm?

 If it would fit a fork leg it could be a spedo cable guide or altenatively a universal mirror mount - big hole for the handle bar, small hole for the mirror stem.  

Or the front headlight case for Action mans GS1200

Saw one today, its one of a pair of brackets used for attaching a laser pointer under the air cylinder of a pre charged air rifle

That's unbelievable I saw it's pair today dragged up in beam trawl but this one had a note attached (waterproof) saying this is a device measuring how big a **** n bull story can slip through an anglers net. Weird.
