 As the EU is an economic union of 27 european countries it is unlikely as without bikes falling over there would be less to do for the emergency and health services.  The bike repair and insurance industries would suffer too.  Taxation would be harder for governments to justify so they would just tax something else or lower taxes drastically, which aint going Desmond happen.
