Should mean less uninsured vehicles on the road so can't be that bad.
Also people will be more aware of the tax cost when buying. Not so good for people how chop & change a lot, got to start thinking more long term.
£37.00 a year for my DRZ road fund licence. Hardly gonna break the bank, or bring the country's deficit back down if I decide to sell in the middle of the month!!
Some people pay more than £37.00 a week tax just on fags and booze!

Just be gratefulll you have'nt got a 2.0 litre petrol engine my road tax is £285 per year !!i reckon they have brought the car tax down to encourage new car sales. Give it five years and they will all be back up around the £200-300 price with some new environmental tax or some other excuse

Bongo camper, £285 per year, approx 4k miles per annum.
Bmw 320d, £20 per year, approx 36k per annum.
Ktm 450, £55 per year, approx 2k per annum.
Does not make any form of sense to me.
Devon drivers have one month to prepare for the new tax disc rules, or risk being slapped with a £1,000 fine.
As of October 1, the Driving Vehicle and Licensing Agency (DVLA) will stop issuing paper tax discs.
Car owners still need to have vehicle tax to drive or keep a vehicle on the road, but now the DVLA is taking payments online, including Direct Debit options or motorists can visit their local Post Office branch.
Drivers who buy a used car will not benefit from any months left on the tax disc.
It means buyers will have to renew their tax disc immediately, or risk being caught in an untaxed car.
Instead of using paper tax discs to spot tax evaders, police cameras will automatically check a cars number plate.
The new rules also put the onus on used car sellers to inform the DVLA, when they sell their vehicle,
Meanwhile, the seller is responsible for informing the DVLA of a change of ownership, if they do not they could face a £1,000 fine.
This can be done by filling out a V5C form and sending it to the DVLA.
All vehicle owners should find out whether their vehicle was taxed or SORNd (declared off the road) before driving their new car. This can be done here.
Sellers will get a refund for any full months left on the vehicle tax.
The new rules aim to streamline services and save money in administrative costs.

...
They 'save on administrative costs' while we pay through the nose!
This is a thinly veiled and cynical money-making scheme for the Treasury who will receive two month's tax for every second-hand vehicle sold that was being used and continues to be used by the new owner.
What would the reaction be were a private business to adopt such a model?
probably cost millions to set in place, reckon there will be lots of issues and confused people being dragged through the courts and fined, with a big percentage of it being dvla's fault, and yep john like you say another money making scheme, just to send all the money to africa or give to immigrants that are here.now theres a couple of topics where this country could save billions every year.
Well done government yet another tax that shafts the motorist so only buy a vehicle on the first of the month or you'll be paying back dated tax for a vehicle you didn't own and sell it on the last day
But if you sell a car at the start of the month, there will be no refund so you simply stop the DD, surely? Therefore the new owner will benefit from that month's tax. If it's based on number plate and not owner?
I just re-taxed the Rav 4 - £285 for a car that usually only gets used at the weekend! Oh and there are ANPR cameras all over the road network, I'm sure they will be using them too, not sure if the ave speed cameras have the capability but I would expect so. I know who ask!
Its not much different from now - fines if your car is untaxed and only getting refunds for full months.

Layby at the bottom of telegraph hill today, there was DVLA car set up with cameras and little signs "Automated Vehicle Tax Check" No way of avoiding them

I taxed my car yesterday and all I got for my £230 was a receipt - I felt cheated
I did ask at the Post Office counter if I could still have a tax disc as it wasn't the end of the month yet but they said no so maybe I'll make my own. They still had tax disc holders on display for sale so they must expect nostalgic old sods like me to want to do just that.
Boring fact of the day: The collecting of tax discs is called 'Velology'!
I just did some searches on the vehicle enquiry website. So, what's to stop some tea leaf who's nicked a car from finding a similar car, checking its tax and MOT and having a set of "show" number plates made up in that car's reg no. Then drive it around to his heart's content?
Savings of some millions of pounds are reported as being made by the DVLA in scrapping the the tax disc, are any of these savings being passed on to the motorist ? NO don't be silly, in fact we will all pay more in the long term unless we buy/sell our vehicles at the end of the month.
What they have done is disgraceful and I'm am surprised there hasn't been an outcry, In effect they now get an extra months tax out of us which is a rip off.
We have a choice with utility companies who after all are businesses out to make a profit, we have no choice over who to go to when we tax are vehicles etc , the DVLA have a monopoly and are a business which can really charge what they like and we all have to pay unless we choose not to drive.
What a absolute legalised rip off !
Rant over.
PS. Still, waiting for a V5 for a vehicle I purchased over a month ago, anyone tried ringing them ? Forget it, premium rate number and a recorded message that goes on about the services they provide and then tells you all lines are busy!
Ahh that's better.

Ahh now here's another rant about something similar.
October next year will see the end of the counterpart driving licence, why I hear you cry? Well DVLA need to make more savings and its too costly to produce, it seems we are unique, no other country has two parts to their licence!
So I want to hire a car or a bike and the company need to inspect my licence to check on endorsements and entitlements, what do they do?
Well they will need to subscribe to a database funnily enough run by the DVLA on line and possibly an automated premium rate phone number which will tell them all they need to know albeit at a cost to themselves, how will they recoup this money? No guesses needed , it will be bourne by the hirer and no doubt included in the hire agreement, so again DVLA save money and we pay more!
Phew

And on the first day, launched to massive fanfare, the website crashed and people were unable to purchase their virtual tax disc.
DVLA said there was an 'unprecedented demand', really? surely their records will show how many vehicles were required to be taxed today and they should have been prepared for it.
Like OTT, I can't believe there hasn't been a more hostile reception. As I don't expect to buy or sell any of my vehicles in the next 12 months, I won't be paying over the odds. The chance to pay by monthly direct debit will be handy though.
However, I still can't believe that if you buy a vehicle mid month, you will be expected to pay for it to be taxed when you didn't even own it and it may not have been on the road!
In many cases I think DVLA score 2 months when a vehicle is sold. You wont get a refund for the last month you use your vehicle and the new owner will have to pay from the first of that month.
Will it be possible to changeover and not lose ant tax at the end of the month?
In theory not possible unless SORN or at midnight on the last day of the month?
At the best "Tiresome" at the worst a "F********g rip off"!
Just taxed my gasgas trial bike, DVLA sent me a loverly letter dated the 28th Sept but sent by snail mail, so that it didn't arrive until the 2nd October to say that after 1st October I no longer need to display a tax disc, hooray!!!!!!!, enclosed in the letter, the tax disc I no longer need to display WTF

They call dvla if you don't have your counterpart when hiring a car to check . I have had to hire a few cars in the last few years through work and not had my counterpart with me. I'm sure they will have an online database soon set up to review your license !
Hands up anyone who pays a premium for paying utility bills by direct debit, well the DVLA have wacked 5% on anyone who takes the option of taxing their vehicle for a year using direct debit!
So my 1000cc is £80 for cash/debit card for 12 months or £84 if I choose direct debit, or I can do it for 6 months at £42 with no option of direct debit, so what am I going to do? give them £4.00 for two lots of six months or £4.00 for the direct debit facility for 12 months, either way they are making £4.00 out of me unless I pay it all up front!
just sold my bike which was taxed for 12m, will get a refund (sometime) dated from 1st Nov , new owner also has to tax for this month (0ct) so effectively we both taxed the vehicle for October...what a rip off!
